The report presents the results of the first nationwide study on the implementation of standards for the protection of minors (SOM), as amended by the Law on the Protection of Minors and certain other laws of 2023 (also called the “Kamilek Law”). These rules required institutions working with children to develop and implement procedures to protect children from abuse. The research conducted by the We Empower Children Foundation in the first quarter of 2025 included 1,137 out of 10 categories of institutions, an analysis of SOM documentation published on the websites of 100 organizations working with children, and 22 individual in-depth interviews. The aim of the study was to determine the scope and quality of SOM implementation, identify barriers and benefits of this process, and provide recommendations to support further development of the child protection system.
